North Richmond Waste & Recovery Mitigation Fee Joint Expenditure Planning Committee (Committee)

The North Richmond Waste & Recovery Mitigation Fee Joint Expenditure Planning Committee (Committee) was formed pursuant to the terms of the MOU for the specific purpose of preparing a recommended 2-year Expenditure Plan. This Expenditure Plan provides a means to jointly administer the Mitigation Fee funding for the benefit of the host community, as described in the EIR. The Expenditure Plan is subject to final approval of the Richmond City Council and the Contra Costa County Board of Supervisors.

Bulky Clean-Ups

Providing residents, non-residents and /or commercial enterprises in the Mitigation Primary Funding Area with on-call pick-up service for bulky items that are not accepted in the current on-call clean-ups through Richmond Sanitary Service (RSS) 

Neighborhood Clean-ups

Neighborhood and /or clean-up events in the Mitigation Primary Funding Area 

Voucher System

Providing residents, non-profits and /or commercial enterprises in the Mitigation Primary Funding Area with vouchers for disposal.

Disposal Voucher Program – Application & Guidelines

  • Residents are allowed up to 24 – $5 vouchers per household per year upon request. 

  • Residents must provide proof of residency when applying for and picking up vouchers.

  • Vouchers expire after 6 months.
